In order to live and work in the United States, you will need authorization for the government allowing you to be in the United States. Most foreigners do have non immigrant visa which only allows them to be in the states for a short period. This is because they have violated the terms of stay and remain in the country without proper authorization from the government. Border crossing card violations also do contribute to the number of illegal immigrants to the United States. The card only allows for temporary crossover for a given time limit but most decide to take advantage and go all the way into states.
